Is communality in Exploratory Factor Analysis with Principal Axis Factoring and Promax Rotation very crucial? If yes, what should be the ideal value?

I have got the communalities value till now with a sample of more than 300 ranging from 0.081 to 0.688 for 39 items in total. However, not all the items have higher factor loadings; only 27 items have factor loadings of >0.40.

Please help me to understand, what can be done?
