The arXiv.org has become the “stamp of approval” for scientific research in astronomy, mathematics, computer science, nonlinear science, biology, etc.  Recently, arXiv.org have made a policy that submission requires an “endorser”. That is, if the author(s) have not gotten a paper up on arXiv.org in a particular field they must be endorsed by someone who has. Meaning, it is not what you know but who you know. It seems to me that arXiv.org is acting as an unofficial refereed journal and "publishing" as they wish.  Is this healthy for the decimation of original scientific research in these areas?
