Proportional representation (PR) characterizeselectoral systems by which divisions in an electorate are reflected proportionately in the elected body. If n% of the electorate support a particular political party, then roughly n% of seats will be won by that party.
I would not be surprised if their are proportional representation provisions in local elections in northwest Europe, particularly Germany. I do not know.
In Milford, Connecticut in the United States, we have something similar. There are 15 seats on the Board of Aldermen, elected 3 from each of 5 districts. The provision is that the top 3 vote getters are elected in each district, but each of the major parties nominates 2. Voters may vote for 3, but usually vote for 2. The result is that in most districts in most elections, the majority party in the district wins 2 seats, and the minority party wins 1.
For example in the Czech Republic local assemblies are elected with the list proportional electoral system. If any questions about local electoral system in the Czech Republic, I am ready to help you.
The Netherlands have proportional representation at the local level as well the national level.

In years 1998-2014 Poland had proportional representation at the municipality level (gmina) and since 1998 till now the elections have been proportional at the district (powiat) and state (wojewodztwo) level.

In Brazil we have a proportional system by electoral quotient and distribution of remainders representative seats by sequence of divisors for the Federal lower chamber (Câmara dos Deputados), for the legislative branch of the states (Assembleias Legislativas and Câmara Legislativa do Distrito Federal) and for local bodies (Câmara de Vereadores). At the federal Câmara dos Deputados, there are 27 circles with a magnitude varying between 8 and 70. At the state and local levels, the bodies have full proportional representation, without division into circles. There are 27 different state elective bodies, with a magnitude between 24 and 94. There are 5570 local legislative bodies, with a magnitude between 9 and 55. We have a lot of academic literature on these elections, in Portuguese.
