I am aware of several image sequences / benchmark data available for testing and compare solutions in the domain of cracks / crack propagation on roads, buildings, metal surfaces, and so on. However, I am not aware of any image (benchmark) sequences available in the domain of corrosion / rust detection on ship hulls (drydock or otherwise)...

I was unaware of the Ship Structure Committee report. I wonder if they have had the "database" they refer to, at any given point publicly available...
Unfortunately, I do not know answer for that, but you could give them a call / send email asking for base data :)
