I am currently working on the contribution of innovative ICT use to the empowerment of rural women using the perspective of informational capabilities. I am in the process of developing the conceptual framework but I have encountered a challenge in defining my outcome indicators that will suitably measure empowerment outcomes of rural women in my study area. I really need your help !!!
I seek to design the conceptual framework to reflect three levels of innovative ICT project implementation as evident in most NGO interventions by focusing on the following questions : 1. How innovative ICTs are designed and under what readiness 2. How innovative ICTs are used and under what context and finally 3. How innovative ICTs use contributes to rural women empowerment and under what conditions.
My experiences in this area suggests that rural women are quite innovative and enterprising. They need support of service oriented architecture based interventions for acceptance of ICT enabled services. My inputs to your questions would be as follows:
1. Apply dual systems theory and SoA principles
2. develop ICT enabled services around local livelihood systems
3. this question would dwell heavily on your approach to Q1. and Q2.

I am also grateful to you Quaicoe for sharing your work with me. @ Fiona Ssozi, I have read the work of Gigler( 2004) and Gigler (2014) and it has helped me to identify some elements of informational capabilities such as knowledge, skills and information which I think are necessary ingredients for innovative ICT enabled empowerment.
