I'd like to know what is the inundation depth ( in mm or cm, originated from rainfall), within your society, which may cause considerable problems for people daily life? I know it is not very much dependent on different conditions, however, I would like to know the answer from people of various places.
Well, this is very good social questions related to flood plains daily life. I would say that this depends on how much time the inundated water is stagnant on the same place. If it is 50 cm or more depth above the ground on a particular place and if there is no way out for the water to propagate, perhaps it will affect the place in so many ways possible (basically affect the daily activities of the people). But if the water inundated stays for few hours, probably it won't affect much.

It will relate to the probability density function (pdf) of the rainfall intensity and total depth. The pdf is often expressed as a return period, 10 year, 50 year, 100 year etc. If you use this approach and choose a certain probability level then this will be consistent across all sites you want to apply it to.
These pdfs will be based on the historical rainfall record, so with climate change these are now not so accurate, but they at least offer a good understanding of the historical variability.
