I am facing an issue while downloading a file using my internet service provider internet speed.
Download speed = 49.58 Mbps (shown by Ookla)
File size to be downloaded = 59.7 Mb
Ideally it should take approx. 2 seconds to download as I understand by simple mathematics \. please correct me if I am missing any key formula!!
But
Time actual taken = 25-30 min showing on Google
Actual speed with which the file was downloaded = 20-30 kbps
Can someone answer between the theory and actual?
49.58 Mbps is probably the theoretically available speed. However, the real download speed depends mainly on the server from which you download the file (and to a certain extent it depends also on the network between you and the server). In some cases, the download speed is also artificially slowed down by the server. 20-30 kbps is a realistic value for many servers.

As Anton Vrdoljak pointed out, there is a difference between Megabyte and Megabit. Your file size is 59.7 MB (Megabytes), and with a download speed of 49.58 Mbps (Megabits per second) it should download in about 10 seconds. However, as I wrote before, this ideal download speed can be reached only with a very fast server and a very fast network between you and this server.

Some myths which we need to understand.
Service providers ensure the committed download speed between an ideal connection connected to your device, through a cable only and not Wi-Fi, and an identified server, normally the server belonging to the service provider.
At the time of checking the speed of the connection with Ookla, observe the server to which it connects for testing.
While for actual downloads it is not the server you will connect.
Don't be too optimistic that while downloading actual file this is/will be the speed of the download.
This download speed is dependent on the overall quality of your link made available by the internet (your service provider) between the download server (his service provider), and the instantaneous traffic on the download server (capability of this server, its upload speed).
