Прошло 250 лет и геофизик Александр Ягодин в Хайфе создал с сыновьями домашнюю лабораторию, нашел причины и физику процесса Генезиса землетрясений. По результатам экспертиз и практических испытаний ведущими учеными и Комиссиями открытая теория Генезиса землетрясений, теория и практика краткосрочного прогноза землетрясений пригодны и рекомендована для сохранения жизни людей и стала основой для работы Академии и сети краткосрочного и оперативного прогноза. 1. Международная Академия Прогнозирования Землетрясений и Извержений Вулканов (МАПЗиИВ), в последующем - «Академия», - создана Хайфской лабораторией прогнозирования землетрясений и инициативной группой ученых с целью защиты жизни людей в случае землетрясений и извержений вулканов, а также катастроф и цунами, связанных землетрясениями и извержениями.
Организаторами Академии могут быть ученые любой страны, принимающие участие в создании Академии и в создании Предприятий, лабораторий Глобальной сети краткосрочного прогноза. Главное отличие Академии от Научных Академий стран мира в том, что ее главная цель:

Согласно общепринятым правилам, Созданные методики, открытия, новые теории признаются принятыми, если они приняты экспертной комиссией, ведущими экспертами стран мира.
В 2005 году (через 250 лет после создания сейсмологии после землетрясения в Лиссабоне).
Что было бы с сейсмологией, если бы маркиз Де Помбал не дал первое финансирование сейсмологии? До сих пор отдельные сейсмологи решались бы дать прогноз под страхом казни в случае ошибки?
Я демонстрирую Вам всем документы комиссий и ведущих экспертов мира. Все эти эксперты по запросам от министерств и институтов дали результаты научной экспертизы теории и методики краткосрочного прогноза землетрясений. Все официальные экспертизы положительные. Принята и теоретическая часть и система прогноза землетрясения успешно прошла реальные испытания прогноза места, времени начала и времени конца землетрясений, магнитуда. Как принято в классике, опережение прогноза составляет десятки часов, недели, а точность времени начала землетрясения методом мониторинга волны Козырева-Ягодина составляет 20 - 30 минут. Это позволяет полностью исключить жертвы землетрясения своевременными действиями ЧС.
Единственный отрицательный "отзыв" был дан геологами МГУ под руководством (уже умершего) проф. Короновского. Двое его сотоварищей живы, но более четырех лет они не дают ответа: как они выдали статью 2009 года (написанную до официальных испытаний) за статью 2017 года на конференции SEISMO-2017, в которой четко указано и поддержано экспертизой ИФЗ РАН об отличной оценке испытаний.
Видимо, целью группы Короновского было показать неудачные результаты двух государственных ученых и на их провалах заявить, что "невозможно" то, что уже успешно сделано Ягодиным. Мы с проф. Д. Узуновым спорили о процентах достоверности моей работы. Я писал: около 100%, а он заявлял, что у меня достоверность около 95%.
ВЫ ПОНИМАЕТЕ, ЧТО В ПРИНЦИПЕ, ЭТО НИЧЕГО НЕ МЕНЯЕТ.
(Просто он подходил с позиций НАСА - там нельзя проверить прибор на Земле, поэтому 5 % они скидываают.) Но у меня были испытания реальные и не было ни одной ошибки из 20 прогнозов.
До сих пор Википедия, когда пишет о краткосрочном прогнозе, она вспоминает фамилию Сергея Пуленца, который сам говорит о невозможности такого прогноза.
Ложь Википедии пусть остается на совести их Админов. Может они читать не умеют.

The only negative “feedback” was given by geologists from Moscow State University under the leadership of (now deceased) prof. Koronovsky. Two of his comrades are alive, but for more than four years they have not given an answer: how they passed off a 2009 article (written before the official tests) as a 2017 article at the SEISMO-2017 conference, which clearly stated and was supported by the examination of the IPE RAS about the excellent evaluation of the tests.
Apparently, the goal of Koronovsky’s group was to show the unsuccessful results of two government scientists and, based on their failures, declare that what has already been successfully done by Yagodin is “impossible.” Prof. and I D. Uzunov argued about the percentage of reliability of my work. I wrote: about 100%, and he stated that my reliability is about 95%.
