I am planning to develop a test rig to control the valve opening and closing. The input signal for the control system is SSI input from absolute encoder and voltage (up to 5V) from pressure sensor (or 4-20mA current). The output from the control system is ON/OFF voltage signal (24VDC) to open and close the valve. Can anyone advise me what are the suitable instruments to be used & to link between all those devices (sensors and valves) to the controller and laptop/PC?
I forgot to mention about the system requirement:
1) The control system needs to measure the absolute encoder running at a pretty high speed of maximum of 2000 rpm.
2) It also need to capture / read data of approximately every 0.1ms.

Industrial controllers are great but can be quite expensive. National Instruments PXI chassis is a fantastic piece of equipment and LabVIEW makes controlling the system a snap.
If you need to keep the cost under thousands of dollars though, you'll need to go with a more hobbyist approach and use something like an Arduino board with a few cheap accessory boards. For this, you could check out places like AliExpress for parts.
If you use the hobby approach, most microcontrollers can handle the serial communication directly if the data voltage is not higher than their power supply voltage. If you are trying to use certain industrial equipment that uses 24 volt data lines, you'll need some level shifters or opto-isolators. The 5 volt analog signals can be read directly by just about any of the 5 volt Arduino boards at 10 bits or better. Relay boards can be used to control voltages higher than 5 volts that only need to be ON/OFF.

Also, thank you to Ron Reiserer. As the speed of the encoder is higher than 500 rpm, I think the Arduino is not suitable to my application. Can you please explain more on National Instruments PXI, what is the model of the board, its software and its interface involve?
