Corruption can be called those actions or omissions carried out by public officials and civil servants in coordination with sectors of non-governmental civil society, which facilitate:

There a lots of good ways to reduce risks of corruption but you will not eliminate risks.

I think it can be helpful to look at this from a pluralist perspective. If a society is made up of many different groups, each with their own interests, if one group is able to gain power to the point where it can infringe upon the rights of the other groups, the political system would likely become corrupt or would at least run a higher risk of devolving into corruption

Corruption would have been some solutions to acute difficulties to those who cannot put food on their table for their family but at the same time, gives their best to serve their nation-state. But today, corruption has become, 'the have gets more and, the have not gets less'. In my opinion, corruption is pure greediness, apartheid in its nature, and social racism from opportunistic individuals.
