I have synthesized TiO2 doped with different amounts of silver obtained through photochemical deposition method. The peak showed a shift in the lower theta value. The average crystallite size and FWHM were no trend. Is there a trend when the silver doped amount increase?

in your case since the size of Ag is larger than Ti, any addition of the first will effect to increase the size of the crystal and that is your case of the reflection angle reduction

Due to the silver ion peak positions will shift to lower 2-theta values. I also synthesized the Ag-doped titania. Your 2-theta values are similar to me as well.

(1) Are you sure you see a trend? If so, why are the 12% and 18% Ag theta values so similar to the value for 0%? And if you throw out the 3% case, do you still "see" a trend? My guess is that the accuracy of your data is pretty low (probably due to very small particle size, obvious from the wiggly XRD pattern). To figure out whether you have a trend or not you should repeat runs for at least one concentration several times, to get an idea of the theta standard deviation. Furthermore, these repeats should each be done with a separately prepared XRD sample, to eliminate the possibility that sample preparation (and maybe positioning) is a cause for data scatter.
(2) As for the effect of Ag-doping on TiO2 cell parameters - take into account that very little Ag (or Ag(+)) actually goes into the structure, and most of it stays adsorbed on the surface of TiO2 particles. So I wouldn't necessarily expect to see an XRD doping effect - you need to have more persuasive data.
(3) And what about the anion? Probably the Ag was generated by decomposition of a salt. You can't ignore the possibility that decomposition products of the anion (e.g. nitrogen oxides from AgNO3) react with TiO2 and have their own "doping" effect.
