In what ways the number of combination using bell number can be reduced?

I am using bell number to compute the partitions of 4 users that gives 15 combinations in NOMA system.

As I need to maximize the data rate of the system i compute the data rate of all 15 combinations and finally choosing the maximum data rate combination.

IS there any other way so that i need not want to compute the data rate for all the 15 combinations instead i can calculate the data rate of 5 combinations out of which 1 combination among them gives the maximum throughput in NOMA.
