Your question is very confusing. Has it been established that that there is climate change in other planets? Again, is there anything like ozone layer depletion in other planets? You may need to rephrase your question so that you can get the needed help.
Your question has raised a lot more questions which must be answered by asking questions that a scientific research have to provide answers to. I believe if this research must be undertaken (I doubt) so much funds must be made available.
I believe we need to fully deal with our Climate Change issues on Earth (which several people are still disputing) before we start worrying about other planets.
I agree with Anthony that this is an odd question to ask.
There is no significant effect of changes in the Earth's ozone layer on the atmospheres of other planets. The effects are too small and too distant.
