Since water connections are all metered in the GCC region, I would suggest collecting the data for household water bills for the study area , an aggregate revenue with the corresponding population would give a fair estimate; however, a sample household survey for water bills and number of residents would help in obtaining further insights
I used to work for Abu Dhabi Distribution Company as O&M supervisor. O&M uses a common assumption of 50 Imperial Gallons per capita per day. This is for the case of a dwelling without any landscape.
If you are considering residential areas made of villas, the internal green area of the villa should be a major concern. In this case, the household consumption may be tripled as green areas consume great amount of water, in GCC, notably in the Summer. In the summer, the owner must irrigate his/her green area twice a day to keep the grass alive.
Finally, VIP villas invest even more in green landscapes and each of these villas could consume between 500,000 to 1,000,000 Imperial Gallons per day. Palaces may usually consume 1000,000-1,500,000 IG. Unfortunately, no standard design for these dwellings exist and hence every dwelling has a different consumption based on its owner.
Unfortunately, I do not have any actual figures to share, but I hope this helps with the assumption. It is of course the best to take proper measurements to obtain accurate models and studies.
