This question is in light of the recent (historic) patterns of human settlement in my country. I have read widely on what influences policy and my central question is always but is we come from an "oppressive" racially segregated human settlements, why today 25 years after democracy are we still seeing the perpetuation of "apartheid type towns" in the country. I have later come accross Howlett et al. 2009, and where they explain "policy regimes" and "path dependency" and how they perpetuate stability in a policy over a long time, and hence can be used to explain why the outcome of policy can be seen the same. Now in the light of this, is it suffice to argue that because of the "policy regimes" and "path dependency" the "naming and framing" of policy problems and solutions are compromised because of these Policy regimes and path dependency create "policy lock-ins"?

Also I would like to know your thoughts on Policy regimes and Path dependency, do you think they influence policy text? and could be used to explain the central stability and smaller peripheral changes to public policy i.e in this case Human settlement/ Housing policy
