In an indirect diagnosis for syphilis, why should we first perform a nontreponemal test followed by a treponemal one?

The non Treponema based assay is highly sensitive, but not very specific so that if we have a positive result we must perform an additional test. Why not to make the Treponema based one immediately?

Non-treponemal tests are screening tests and much cheaper. Treponemal tests are for confirmation purpose and are more expensive.
