I am proposing a quan-qual cross-sectional survey design to gather a wider sample of opinions given potential availability factors hindering recruitment and follow-up interviews to elaborate survey results with interested participants. Should the qualitative questions be different, but I wanted to ask the same questions - should they just be worded differently?
You say your goal is to "elaborate survey results" so you could be using a sequential explanatory design, where the goal of the qualitative follow-up interviews is to better understand the results from the original survey. If so, then those results should play a major role in the questions you ask.
Perhaps you could say more about what your goals are?
David L Morgan Thank you very much for your answer. You're right; however, as it is a research proposal I need to develop interview questions. Initially, I just wanted to propose an interview study, but as I might get a low response rate, I thought a survey would be more convenient to complete. However, I wanted an interview study to explain possible responses to the survey. But, yes the questions will depend on what my results are.
A lot depends on how easy it is to modify your proposal. For example, you could specify an initial minimum set of questions that you will ask, along with examples of additional questions that you might add, depending on the quantitative results. Then you could later specify the full set of actual questions.

if you estimate the number of interviews to be low, you should at least have strategies for approaching the qualitative process, such as snowball sampling and managing response saturation guidelines. this should help you understand what orientation the questions should take.
Remember that interviews are usually aimed at key informants, when there is no security.
on the other hand, why not use expert judge criteria?
since it is a proposal, nothing says it is the right way,

Hi Fatma, where you say; but I wanted to ask the same questions. I don't think personally this is necessary, but I don't know a lot about qualitative research. If you are wanting elaboration, maybe that subsequently turns a different corner so to speak? but not same question.

Yes, I believe that quantitative questions should be different from qualitative ones. If you offer different answer options for each of them, you will guarantee the integrity of the results. For example, for quantitative results, you will need responses that can be categorized or classified, which is why scales are often used. You will not necessarily need to design the questionnaire separately for different analyses, but the response options offered should be in line with the subsequent analysis.
