First of all, the resistivity against laser damage also depends on the laser wavelength. A UV laser can damage a surface by ablation, i.e. by breaking chemical bonds. Then the heat capacity of the material is not relevant.
For a laser that heats the material (e.g., IR lasers), the heat capacity is certainly relevant, but also the heat conductivity.
