PPC is mostly used in bridge footings, dams, retaining walls and marine constructions. PSC is also used in marine constructions but also in water treatment plants and where structures can be attacked by sulphates and chlorides disolved in water.
So, both types of cements are used in marine constructions or structures under certain aggressive conditions.
I believe that if your structure will support a combination of aggressive conditions, you can combine both types of cements to make the respective concrete mix.
It is very possible to use mixed PPC and PSC in concrete mix design. You may read the concept from my technical paper "Statistical Analyses of Optimum Partial Replacement of Cement by Fly Ash Based on Complete Consumption of Calcium Hydroxide" and other related papers. You should also follow my project "Use of Agricultural Ash and Fly Ash for Cement Replacement". The solution might be there.
I agree with both Oscar and Winai. Slag is pozzolanic - a material with similar property to cement and can replace any of them in the mix design with minimum effect on strenght. However, a word of caution: it is important to remember that when you mix the two, although the final achieved strength of the concrete is not reduced, but the rate of development of strength at initial stages will be low.
The different cements will have the same properties. Consequently, substituting one cement by another is quite possible. All depends on the desired characteristics of the finished material.
I have developed a mathematical model to predict the optimum partial replacement of cement by mixed pozzolans. This model includes chemical compositions and engineering properties of cement and pozzolans, nanostructures of products from pozzolanic reactions and other factors. A series of tests will be carried out to confirm the validity. The results will be presented in international conferences and submitted in international journals in the near future. Mostly PPC that is available in India is fly ash based, as per guideline the the use of fly ash in PPC is upto 15% only. whereas PSC cement is slag based, slag is also pozzolonic material, so there is no problem is using combination of both PSC and PPC.
