If I was having a local experience as an editor as well, with local experience in publications, but do not have much international publications and exposure, will I be considered to peer review higher indexed journals, such as Scopus, web of sciences, and journals member of DOAJ, SINTA indexed.
I doubt, since these journals, as you rightly mentioned are very high and quite critical in their review process. They thus require reviewers with most the current and robust knowledge. However, years of quality research experience, coupled with extensive knowledge in the subject area could be of great advantage to in your search for a review responsibility.

In my experience, reviewer invitations are given more from your research (and publications) on the topic of the paper, rather than what degree you have. I do not, myself have a PhD (or anything like that) and have been asked to review for some journals. I presume it is because they found my work(s) on the internet.

I know that it's completely different, but after I had written a few times and been published by the British Journal of Nursing (and other journals under Mark Allen publishers), I became a peer reviewer for them and they also continued to ask me for articles, reviews etc.
I don't think my PhD came into it. Before I retired, I had been a nurse practitioner for bladder and bowel health and had very much a working knowledge of such topics. This continued for about 5 years post retirement but became too much for me after that.
I was very up-to-date when I retired after both 'hands on' and teaching these subjects and then enjoyed keeping very up to date as I had time to do this. I really researched before I wrote for publication and also when something came up in what I was reviewing that I was not so familiar with.
Certainly, the differences exist but your extensive experience is most critical in securing a review responsibility as earlier mentioned. Thank you.
