If a government decides scrap off research allowance to lecturers and replace it with research fund, where those who like to embark on research can apply for some funds, how would that affect research in the country?
I think it will have a positive step towards enhancing the scope of the research grant and will bring more researcher in particularly those who could not contribute just because of limited resources.
I think this is a serious problem, but I want to know the details of the reform. Science and high learning do not work by competitive research fund systems.
Competitive fund system does not necessarily induce free competition in research. In the United States, there are many funds that are to promote pure research, but in many other countries, including Japan, competitive fund is more monopolistic and stands for that more research funds go (1) to researchers of most prestigious universities and (2) to the subject now in mode. However, it is dangerous, because really new innovative research appears from an unknown corner and theme.
Research allowance, if it is small in amount, has the capacity to ensure try any burgeoning research. To seek an apparent efficiency may in fact obstruct research.

Research funds will be a better option in Rwanda. In this country where few lecturers are active in doing research and those willing to do it have not enough research facilities ,research allowance to the lecturers will hinder its research development.
