The guidelines are basically set by the journal where you want to publish. You are not invited unless you are a well known scholar in a particular area or field. It might happen when you have published plenty of articles on a given topic. Do not worry about this for now. Most of the time you write an article thinking that it might be of interest of a particular journal. That is why it is very important for you to read as many articles as possible to get the sense of the emphasis of a journal. For instance, if your article covers psychiatry or anthropology related to film then one might think that a journal on those topics would be appropriate. The name of the journal would give you a clue, yet not necessarily. Just make sure you read some articles from a prospective journal just to make sure you understand the range of interest and focus of such journal(s). Check the guidelines included in the webpage of the journal of your interest. Therefore, your manuscript should be written always thinking about that given journal.
