Have you checked for fungal infection? I suggest you make a microscopic preparation (scraping in lactophenol cotton blue) and check under the microscope for fungal spores (e.g., Alternaria).
I agree with Sir Mohammed Saleem. You need make some impressions or samples under a microscope to observe with lactophenol blue, acid fushina.etc... agares perform mycological plantings.
There are many similar symptoms in leaves and the causative agent can be a fungus, an insect or the action of a herbicide.
From the pictures one can but guessing. Unfortunately, the symptoms are uncertain because of the photos’ quality and magnification. As many put it a thorough examination (phytopathologic and entomologic) is needed. I think the least likelihood may be a herbicide effect.
