My work is on correctional education. The research is qualitative in nature. I will be seeking information on the perceptions and experiences of the inmates about the secondary education or vocational education they are enrolled in at the prison.
Talk with the correctional officers about this and use them to review the questions and also those who deliver the education. If possible it would be good to review the questions with inmates (those not involved in the study0. This may be difficult so I would go with the first two options.

Is your study part of a dissertation or a paper? If the former, you could ask your project supervisor who will have knowledge of the subject, to look at your questionnaires. You could also ask faculty colleagues. Apart from checking the relevance/appropriateness of the questions, you may wish to get feedback/guidance on the form of questionnaire or other methodological issues.

You may circulate your qual questionnaire among your peer group and get their suggestions. Research scholars pursuing their Ph.D at thesis stage can also be good resource.
I don't have the answer, but all of these seem to be sound. I must form an expert panel too and am trying to find out how many should serve on the panel? It is a qualitative study. It is appreciated if anyone who can provide me with recommendations.
