"Load" in this context is taken to mean that there is irrelevant or distracting material which will require processing and therefore may compromise the ability of some students to understand the primary material. In the framework of cognitive psychology "load" means something that will require effort - the consequences of this depend on whether the total "load" is within the capacity of a reader or whether it exceeds their capacity (in working memory, attention, etc) so that something might get lost.

I think the writer means extraneous cognitive overload which is related to the way information or tasks are presented in the textbook, as you know cognitive load is divided into three types: intrinsic, extraneous, and germane.
