No it can not have, to have official IF it takes about 5-7 years. Some journal do claim their impact factor on the basis of their first year's citation, which is just self claimed.

The Journal Impact Factor has a simple formula:

Journal Impact Factor = (citations from JCR year to items in “year -2” + citations from JCR year to items in “year -1”)/ (citable items in “year -2” + citable items in “year -1”)
