Knowledge by definition is about something, so the measure must be specific to the content. What's your purpose?
There is an instrument in German measuring knowledge in several domains, it's called BEFKI and as far as I know it was constructed for student populations. I don't know whether it is already officially on the market. For further information, you'll have to contact Ulrich Schroeders.
I completely agree with @GaleSinatra - what types of knowledge? In which discipline? The structure of knowledge can also be measured - see Karl Maton, Basil Bernstein.
Have you looked into Gardner's presentation of "Multiple Intelligence?" He has some wonderful insight, and if I am not mistaken, there may be a psychometric Likert-type instrument out there that follows his logic.
