It is really hard to answer your question. The paper from different factories or different places have different physical parameters. Take the printing paper for example, different countries have their own standards for the paper, and hence different physical parameters.
Do you mean a plain paper or a photo paper?
In either cases, you should characterize the paper using ring resonator in your lab to exactly extract its properties.
I used photo paper in one of my projects, its permittivity was extracted to be 2.5 with a tangential loss of 0.07.
Another possibility is to use the T-resonator method, as it is relatively simpler than the ring resonator. When I did these measurements, I obtained a permittivity of 2.36 and loss tangent of ~ 0.06.
