I seek neural network sources for a Smart City clustering project. Help please?

My machine learning instructors taught me, there are only a few dumb questions. I hope my question is not characterized as dumb. :)

I am working on Smart City project and I need additional sources because something is missing (the attached is visualization example only - I can not post actual data for IRB purposes).
