Not much here to work with - would help to know who they are & what measure(s) you're looking for. In general, the thing to do is to look up the authors' current affiliations (e.g., university appointments), email address, phone number, etc., and reach out that way. Start with email, progress to telephone or "snail mail" if you don't get a response after (say) two tries. Make your messages professional in tone so you'll be taken seriously. Most authors are happy to oblige, though sometimes they are very busy and let requests slip by. Sorry if this is obvious, but again, your question was pretty general.
Sorry, you are experiencing this problem. Like Stephen Joy outlined above, follow his advice and see what happens. It all depends on what instrument you are using.
I have tried similar things. Some of the authors are retired now, some of their contact emails are invalid now, and some of them changed school, city or country and have no access to their qusionnaire anymore.
