Based on this picture I don't think so it's easy to identify this plant, because this only shows one part of a plant, doesn't include other parts such as leaves, flowers, and fruits.

Dear all, it really looks a thorny chamaephytic plant, like Catananche caespitosa or a Dianthus, or another one...

Maybe if we know the exact location we could make our attempt less speculative ?

Endemic, perennial Armeria sp., Plantago sp.?

I could be wrong but for me it looks a lot like a jericho rose :

Anastatica hierochuntica L. BRASSICACEAE
