If you think of the smart contract as executing a series of If-then type decisions, your question reduces to identifying the decision criteria and data sources to drive them. For Project Management, the data would typically be something like project status updates ( e.g. # test cases completed, milestones reached). Authenticated signatures could vibe used as acceptance signoffs to validate completion of milestones. Project Management actions could be simply report of status, or perhaps disbursement of funds on completion of work. Lots of details are going to be specific on the specific project and risk management considerations. There may be some project management actions (like assumption/acceptance of risk?) that may be difficult to achieve with a smart contract (e.g. because they require actions by external parties. There are lost of project management tools out there from Gantt charts to Agile methods like JIRA. It might be helpful to think about what the specific value proposition / use case is that would drive incorporation of blockchain technology to those tools?
