I need a PhD scholarship in either bioinformatics or machine learning. Any help?

I'm eagerly interested in going into a different research area in computer science. I am seriously open to research in bioinformatics and machine learning because these areas are the future and they have more grants and better platforms for a successful academic career and postdocs.

I have a PhD in computer security but postdocs are not easy to come by, among other challenges especially if you studied in Africa.
