As the purity of hydrazine hydrate is 99-100 which isnot completely pure(100%), you can consider its purity 99.5%. In this way, for preparation 100 ml hydrazine hydrate (30%) you can add 69.8 ml distilled water to 30.2 ml hydrazine hydrate.
