While teaching at various universities, I have been advised by many of the colleagues that i must go for any English country. I came to know that IELTS and GRE is not required by many European universities but if one has been teaching, learning and working by using English language then any Non-English country may not be a competitive advantage in terms of pursuing PhD. Please guide in this respect !

It is not universal that doctoral programs in business disciplines will require GRE (Graduate Record Examinations), which is more of a general social science test. Instead, they may require the GMAT (Graduate Management Admission Test). This is especially so in the United States. However, a fair number of quality non-American universities have doctoral programs that require neither.
As for IELTS, quite a few grant exemptions on tests of English proficiency if your previous studies were conducted in English. Check with the university you wish to apply to. In the United States, some may instead ask you for a TOEFL score.
The decision about such tests is a school-by-school decision. They should explain their requirements on their graduate program webpage.
