The sol gel process requires a balance of solvation and condensation forces in order to form a gel. If the forces are not balanced, the gel will not form. In your case, it appears that the condensation forces are winning out, causing the gel to dry out. One way to try to balance the forces is to adjust the composition of your sol-gel solution. This can be done by changing the ratio of the reactants, or by adding or removing additives.

Since the product is yellowish, I think your have Bismuth Oxide, rather than
the Ferrite. Usually Ferrites have darker colour.
I think you need more harsh conditions to let the condensation occur.
