I have converted other NetCDF files in ArcGIS by using multidimensional tool of the Arc toolbox and also SDM toolbox , but when I am going to convert RSS SSM/I brightness temperature data the ArcGIS is stop working. Please guide me how to do it. (I have uploaded a NetCDF file of the same dataset with this question)

Have you tried other softwares (Quantum GIS, R)? Maybe the file is corrupted and the problem is not related to the software you used.
In R you can use the rgdal, ncdf4 and raster packages.

. I suggest you use Python or R with GDAL library. Actually gdal_wrap.py or gdal_warp.exe can be used in the command line to convert data format.

,I would also suggest to use GDAL for this purpose. There is a tool called gdal_translate which can be used for this. The syntax is quite simple:
gdal_translate NETCDF:: -of ‘Gtiff’
You probably have to assign a coordinate system to the output, which can be done with the a_srs-parameter. Please have a look at the GDAL-documentation https://gdal.org/programs/gdal_translate.html
