Actually I am asking for a calculation tool or Excel sheet so I can compare my calculation or I can just adapt it to my work. I think I calculated measured oscilltor strengths but I am not sure about the unit of integrated areas of absorption spectrum. I found matrix elements from Kaminskii and Carnall but I don't know what to do with them.

Actually I got tired of looking some and I prepared one for myself. I works pretty well I think but not complete yet. When I finish I will publish it for the sake of all rare earthers :)
JO calculation looks so difficult in the beginning.However,once you practiced very well it is so easy.I was in the same situation some 20 years back,but now i can do this in 20min and I have written several codes in Origin,Excel,Mathcad etc.

To calculate JO parameters, the obtained fexp value should be substituted in the place of fcal in the formula for all observed absorption transition. Then RHS side substitute all the constants including square reduce matrix elements. Totally, more than 3 equations nessary to calculate the 3 unknown JO parameters omega 2, 4,6. How many absorbtion transition you observed for particular rare earth that many equations you will get. Solve those equation by least square approach (matrix method).
Vinod Hegde oh I thought we should use fmeas values? It is good to know. So what about the integrated area values? I need multiply my absorbance integrated area values for related transitions to get the proper linestrength values.
You have to calculate the fmeas values using areas under the curve, then you need to substitute those values in the place of fcal.
