Sahar - yes you can. Depending on what citation convention you are using i.e. Harvard, APA - you simply identify the original author (abstract) and then 'cited in/by' - which is the full article that you are reading.

yes you can, but need to mention that it is published as abstract only.
If the article written in a language other than English, you can mention the language with the phrase (English Abstract).
As Dean mentioned, the style differs according to which system you are using.
