During preparation of manuscript for publish in any journal, we have to mentioned sampling sites on map with the help of software by using Lat. and Long. I am looking for any GIS software which can help me to prepare sampling sites on map. are there any free GIS software and how can i make this map?

With Google maps, you can make a very simple, shareable map. It is a very easy solution since you already have your locations in geographical coordinates (latitude and longitude, most likely expressed in the World Geodetic System WGS84 standard that is used by Google maps).
If you want to get more advanced, I advise you to download and play around with QGIS: https://www.qgis.org/en/site/forusers/download.html. This is a free, open-source desktop GIS software that can be used on several platforms (Windows, Mac, Linux, BSD).

I agree thats qgis is the best option, but nevertheless one of the easiest tools to use is Google earth.
It should also be mentioned that you can create good maps using R and some libraries like Rgeo, maptools and spatial or sp, but it is much more difficult to learn and understand. Once understood it is a remarkably wonderful way of creating lots of maps in one go.
