Duration: a PhD may take from 3 to 5.5 years
Course: do you prefer a research degree or a PhD with classes in addition to your dissertation? Would you like to receive an MPill as well?
Scholarship & Grant: depending on the country some universities do not require any tuition fees, while some others charge foreign students 3-5 times more than domestic students. Do you need a grant or scholarship?
Budget: consider the living costs and your budget for your stay
Weather: doesn't it make any difference living in LA, Oslo, and let's say Dubai?
Residence: do you intent to return to your home country immediately after obtaining your PhD or you intent to stay in that country?
Work-permit: Different countries have different laws concerning foreign students work permit
Then; perhaps, I may be able to provide you with more precise suggestions.
What about developing a research on Water Reuse for residencial housing complexes, and apartment buildings?

Actually, I know about the PhD Program that may be coursework-based and research-based and takes from 3 to 5 or maybe more years. Also, I am looking for PhD opportunities funded by somewhere (for example, the research can be part of a large project funded by ... ). There are numerous funding opportunities for foreign doctoral candidates in Europe (that I really like to study in), US, Canada and ...
Regarding your question about making any differences, a highly qualified education has therefore been of great importance to me, so that I can take the right path toward my desired final career position. now I am going to follow this trend by pursuing my studies in a country for the high quality of education of its universities (my favorite countries are Netherlands and Germany). I did no take any decision about residence. But this thing depends on the future. As you mentioned, Students are eligible to apply for permission to work part time (20 or 30 hours, it depends on the country they live in) during term time and full time during the vacations but they are not permitted to be self-employed.
