Klaled, I cannot recommend you articles (this is not my topic) but I can give you a couple of stylized facts, so you can search the literature. There is a substantial decline (globally) of education in mathematics and geography. People (even researchers) cannot find simple integral or solve differential equation without computer, many cannot do arithmetic calculation by hand. Many people now cannot orient is space without special computer software. These skills were quite common for older generation. Kimball, B. (1986). Orators and philosophers: A history of the idea of liberal education. (This book is pretty historical and philosophical.)
Stout, M. (2000). The feel-good curriculum: The dumbing down of America's kids in the name of self-esteem. (This book has a focus on teacher education.)
Sykes. C. (1995). Dumbing down our kids. (This again focuses in part on teacher education at the university level).
Willimon, W.H. & Naylor, T.H. (1995). The abandoned generation: Rethinking higher education. (This might be a good first look for you.)

I would like to add Cheng Yin Choeng (2001). He is a professor in Hong Kong Institute of Education. He wrote about the evolution in QA in education. There are some you can pick up for writing critisms. TQM was mentioned on his writing too.
