Truly, human power capacity is relatively diverse and their relationship with each other is based on power relations making the world short, brutal and chaotic as every human is bounded in their selfish interests and aim to achieve them at all cost.
Howbeit, killing of one another is considered one of the world gross offense and it consequences is enormous. So, killing one another, forcefully grap of one's property and other greedy related issues are unfair.
So as such, states, supra international institutions can and on several occasions have tried to curb the excess use of individual capacity via international laws such as UN prohibition of arm races among states
and most especially transnational personnels/individuals as they are powerful actors of interstate relations amd their actions can have a spillover effect on lesser capacity person even on any state in the system.
Historically, armies are established for the purpose of defense. I believe most of the wars are fought and people killed to avert greater evils.
So, in many instances, war is good
War might be good for defense purpose for individuals and for states, they use it to advance their interests in a conflictual world, retainment of territorial integrity against external aggression, harm, interference of other states.
But in as much, war is always expensive and the damage it causes always have adverse effect on all spheres of country affairs
