Yes it is but you should look at the determinants of qualitative study in a context.
However, your topic is not clear. Are you looking at a role of HRM called 'Strategic' or role of strategic HRM? I presume it the latter. What aspects of SHRM do you want to investigate? Why you want to investigate them; and why in the hotel industry in Sri Lanka? Has similar study been done in the hotel industry in Sri Lanka? If no, ok but if yes, how is yours different in terms of participants, approach, etc? These give you identification of the problem and the gap.
Then whether you can do it qualitative or not, please consider the following questions:
availability of related data - enough for quantitative data or scanty to warrant qualitative study?
number of participants - enough for quantitative if secondary data available?
level of knowledge of participants - will they only be capable and/or willing to provide data by oral narration or answer structured questions?
what methodology do you intend to use - how do you indent to carry out the study? Your design will inform the approach and the approach will also call for the design.
I agree with with Dr. Nana Yaw Oppong because i also see the topic from that perspective. You interest, I guess is to examine/explore the strategic role of HRM in the hotel industry of Sri Lanka.
