Over several hours, the neurons of the HRP injection site (in brain) in HRP neural tracing method (for anterograde tracing), are still dark?

I am not entirely sure what you asked; still, neurons usually take a lot more time to transport any tracers. We trace somatosensory neurons and it takes about 2-3 days to transport from PNS to CNS, or from cortical to subcortical layers. Keep your animal alive for a couple of days, and check the tracers.
