In fact your query broadly, as I understood, needs to be dealt at Police Station level crime records for data collection. Indeed in India, crime data are either reported to police control room on day to day basis or communicated to District Police Chief from police station on fortnight basis.
Hence you must contact the Police Chief of Delhi and Kolkota through a letter from your Research Supervisor to share the data on fortnight basis for research purpose but you must plan that what heads of crime you actually need the data. You pinpoint the requirements of your research and than may proceed.
