I wish to conjugate a negatively charged drug with negatively charged gold nanoparticle and polycationic polymer complex.

I agree with Huasheng Lai
you must use a positive charge polymer for the modification of nanoparticles or fictionalize your nanoparticles with positive charge functional groups.
Ass suggested above:
Try first adding a polyanionic polymer to coat your your negatively charged gold nanoparticle , e.g. polylysine or a polyethylenimine, PEI [1]; wash the excess away by centrifugation, twice. Then add in your negatively charged drug, which will hopefully attach by charge coupling: again, wash excess away by centrifugation.
You could use SERS to check the drug is attached or Perhaps more easily, FTIR to monitor the stages fo the process, e.g. FTIR the staring material, i.e. your negatively charged gold nanoparticle; then FTIR the polyanionic polymer coated gold and finally FTIR the drug coated gold complex. You'll need FTIR spectra of the polyanionic polyme & drug as references to compre to your the gold complexes. Dry down the materials onto the FTIR ATR surface.
