For example, If your h-index is 4, that means you have at least 4 papers. The first paper received at least one citation. The second, third and forth papers are getting at least 2,3 and 4 citations, respectively. Therefore, if you wanted to improve your h-index, you need to look for you fifth paper ( if existed ) and try to get more citations for it till reaching 5 so you h-index will become 5. Then, you should focus on your sixth paper (getting 6 citations to reach 6 h-index) ect

I would sugest: 1) journal selection: i) High level scientific journal and ii) journal scope appropriated for the paper's subject, 2) paper quality: i) recent hot topic, ii) papers with clear results and well presented, 3) review papers and 4) authorship: well reputed co-authirs and high number of co-authors.
I also agree with Prof Mario Cunha, these are the logic reasons. Sometimes it is critical the fact that editors or possible reviewers are not in conflict of interest with the research you present, as not always this is declared.

My feeling is that to increase H index author(s) should have clear idea of what they want to comunicate, get a strong background before starting to write, use simple words for non specialists in the field, avoid too long papers, start with an attracting title, and if appropriate, graphycal abstract and highlights, that take the reader to the paper contents
