How and using which software can we depict raster base maps data as a graph or as a distribution curve?
For example two C factor maps (vegetation cover map) of two different dates.
There has been attached an example.

If I understand your question correctly, you should follow these directions:
See the next snapshots.
Go to "Histogram" tools (a part of spatial analyst menu bar, as specified in the attached)
Right click on the opened window and export the attribute of your raster map.
The remained steps is with YOU and EXCEL.

Process done successfully for me through Arc 9.3 platform.
Do that for another raster layer to find the fault (May the error is with your raster layer).
