When you submit your article to a journal, you often need to include a cover letter. This is a great opportunity to highlight to the journal editor what makes your research new and important. I strongly agree with your comments and would add for other readers that even if a cover letter is not required, there is often another section in submission website where they allow you to put free-text for "other comments" and you should put these comments in there as you say, why it will be of interest to their readers etc.
